[12.03.2015]  Piracy Level Assessment: International Experience 

On March 10 – 11, 2015 at the premises of the State Enterprise “Ukrainian Institute of Industrial Property” a seminar “International Experience on Piracy Level Assessment” was held with the participation of law-enforcement, supervisory and customs authorities, courts representatives and state IPR enforcement system experts.

The seminar was provided by the Danish Patents and Trademarks Office advisors Mr. Kenneth Wright and Phil Lewis. In their presentations and during practical exercises the European experts analyzed international experience on piracy level assessment and paid special attention to the working out of Ukrainian statistics and corresponding infringements level determination in Ukraine.

MS STEs informed on IP crimes impact on economy, IP products value for society, consumers’ health care and security, fighting against organized crime, etc. According to Mr. Kenneth Wright, the Government shall actively be involved in solving IP related issues and correspondingly protect citizens’ rights.

During the seminar MS STEs told about tools and resources development for establishing of a module «Exchange, Understanding and Statistics», law-enforcement database, ACIST, and DG Tax. Participants also discussed in details different piracy level assessment models, such as RAND, OECP, «Envisional» etc.

At the end of the seminar a practical exercise was conducted during which the European experts shared with Ukrainian colleagues their findings concerning piracy level assessment methodology in Ukraine. Mr. Kenneth Wright stated that with the purpose to develop an optimal set of tools and methods of this indicator determination several methodologies used within EU were combined.

The activity was conducted within EU Twinning Project “Strengthening the protection and enforcement of intellectual property rights in Ukraine”.
